SE Lake Sammamish Interceptor

Update December 27, 2005

Project Completion Status: 99% completed

The SE Lake Sammamish Interceptor project has been completed and is now in operation. Some limited amount of additional paving will occur in Spring 2006 when the weather is warm and dry enough.

The District wishes to thank all the motorists for their patience and cooperation throughout the project.

If you have questions or comments about the project, please contact Lisa Tobin, Engineering Manager, Sammamish Plateau Water and Sewer District at (425) 392-6256 ext. 233, or lisa@sammplat.wa.org.

Other Construction Projects in the Area:

A number of other construction projects are occurring along East Lake Sammamish Parkway in the vicinity of the Interceptor project. These include Covenant Presbyterian Church just north of BMC, a new dental office at SE 51st Street, the Bella Mira condominium project at SE 43rd Way, storm drainage projects by the City of Issaquah (beginning in August), and transportation system improvement by the City of Issaquah (beginning in August). Traffic control measures may be in place when these projects have work activities within the roadway, occasionally causing multiple traffic slowdowns along the Parkway. The contractors and developers for those projects are responsible for their own traffic measures and work activities. We apologize for this inconvenience, but it is difficult to coordinate multiple construction activities by multiple contractors to occur within the same stretch of roadway at the same time.

Background
The Sammamish Plateau Water and Sewer District (District) provides sewer service to most of the Sammamish Plateau. Twenty years ago, a 20-inch diameter sewer interceptor was constructed along SE 43rd Way, East Lake Sammamish Parkway, SE 56th Street, and NW Sammamish Road area to the Metro Interceptor at the entrance to Lake Sammamish State Park. Due to the rapid growth on the Sammamish Plateau over the past 20 years, the sewer interceptor is reaching its capacity and requires that a parallel sewer interceptor be constructed to help carry the sewage from the District’s growing urban area. The SE Lake Sammamish Interceptor will provide the necessary additional capacity to accommodate continued growth in the District’s service area and continue to protect public health and the environment. The Interceptor will be constructed along East Lake Sammamish Parkway, SE 56th Street, and NW Sammamish Road from SE 43rd Way to the entrance to Lake Sammamish State Park (see Project Plan). The District is constructing this project in partnership with King County Department of Natural Resources, Wastewater Treatment Division (KCDNR-WTD), which will assume ownership and operation of the new interceptor and the existing 20-inch pressure sewer after construction is completed.

Location
The new interceptor will be constructed in the southbound lanes of East Lake Sammamish Parkway and the westbound lanes of SE 56th Street and NW Sammamish Road. The new pipeline will connect to KCDNR-WTD’s regional sewer collection system at the entrance to the Lake Sammamish State Park.

Construction Schedule
Construction will begin in mid-May 2005 and should be completed by early December 2005. Work hours are currently anticipated to be 9:00 a.m. to 3:00 p.m. Monday through Friday. Some work may be performed at night between 9:00 p.m. and 6:00 a.m. The project schedule will be updated weekly, with information about where construction will be occurring that week.

Work will begin on East Lake Sammamish Parkway near SE 56th Street (in front of Albertson’s and McDonald’s) during the week of May 23. It will proceed northward along East Lake Sammamish Parkway to the intersection of SE 43rd Way. This portion of the work should be completed by the end of August. Then the work will begin on SE 56th Street and NW Sammamish Road. The entire project should be completed by mid November 2005.

Impact on Traffic
To minimize the impact to traffic during the morning and evening commutes, two lanes of traffic in the commute direction and one lane of traffic in the non-commute direction will be provided before 9:00 a.m. and after 3:00 p.m. During the period between 9:00 a.m. and 3:00 p.m., traffic will be limited to one lane each way along East Lake Sammamish Parkway and SE 56th Street. On NW Sammamish Road west of SR-900 (17th Avenue NW), traffic will be limited to one lane only. Flaggers will be used to move eastbound and westbound traffic one direction at a time through this area.

Each work day, the contractor will install traffic diversion devices (cones, barrels, signs, etc.) to create temporary lanes around the area under construction that day. Please use caution when driving near the work zone to protect yourself and the workers. Be alert for flaggers controlling traffic to allow construction equipment to enter and exit the work zone. Some traffic signals may be set to flashing red, with police controlling the flow of traffic through the intersection.

Despite these efforts to minimize traffic impacts, there will likely be congested traffic at times during work hours. Please consider using alternate routes. The Alternate Routes map provides some suggested alternate routes between the Sammamish Plateau and the I-90 and Issaquah area.

The contractor for the project is MidMountain Contractors, Inc., P.O. Box 2909, Kirkland, WA 98083-2909. The office telephone number is (425) 202-3600. MidMountain is responsible for all aspects of the construction, including traffic control, environmental protection measures, sewer installation, paving, and restoration. The Erosion Control Supervisor for the project is Wade Loewen (206-354-2351).
