May 2001 Water Comprehensive Plan
The Sammamish Plateau Water & Sewer District adopted the 2001 Water Comprehensive Plan in May 2001. The 2001 Plan was comprehensive, considering all aspects of provision of water service. The District is required to do a comprehensive update the Water Comprehensive Plan at least every 6-years.

One of the main components of the 2001 Plan was the consideration of water supply. The 2001 Plan considered many supply alternatives, and identified four source of supply combinations that could be pursued to meet the District’s projected demands.

Alternative 1 Relies on groundwater supplies only, and requires new groundwater rights be obtained from the Department of Ecology.
Alternative 3 Connection to the regional water system supplements the District’s existing groundwater supplies. The connection would be to the north of the District. Portions of the District’s service area would receive only groundwater, but most of the Plateau Zone would receive a blend of surface and groundwater.
Alternative 4 Connection to the regional water system supplements the District’s existing groundwater supplies. The connection would be to the south of the District. The District’s Cascade View service area would receive only groundwater, but all of the Plateau Zone would receive a blend of surface and groundwater.
Alternative 18 Connection to the regional water system supplements the District’s existing groundwater supplies. The connection would be to the south of the District. Portions of the District’s service area would receive only groundwater, but most of the Plateau Zone would receive a blend of surface and groundwater.

Alternative 3, utilizing a northern connection to the Regional Water System to supplement the groundwater rights in the Plateau Zone, was chosen as the primary alternative.

September 2002 Regional Water Pipeline North Alignment Report
To pursue implementation of Alternative 3, as described in the 2001 Water Comprehensive Plan, the District completed a report identifying potential alignments for the pipeline required to connect to the Regional Water System north of the District.

2002 Water Comprehensive Plan Amendment
The North Alignment Report provided information that allowed the District to reconsider which supply alternative would be best to pursue. In addition to the North Alignment Report the District considered the identification of the Cascade Water Alliance (CWA) as the most likely supplier of regional water, and actions taken by CWA that would facilitate implementing water supply alternatives with a southern connection.

Following consideration of all new information the District changed the primary alternative for water supply to Alternative 18, utilizing a southern connection to the Regional Water System to supplement the groundwater rights in the Plateau Zone.

2007 Water Comprehensive Plan Update
The District will be updating the Water Comprehensive Plan for submittal in 2008.
